Corruption Investigation Expands: Brazil Targets Lula Ally in Financial Scandal

Brazilian federal police have carried out a series of raids in three states as part of an expanding investigation into financial misconduct linked to the former lending institution Banco Master. Among those targeted is Senator Jaques Wagner, a close ally of President Luiz Inacio Lula da Silva and a prominent member of the Workers’ Party coalition.

The police executed 18 search-and-seizure warrants on Thursday in the federal district of Brasilia and the states of Bahia and São Paulo. Authorities launched the operation to uncover evidence of ongoing financial irregularities connected to Banco Master. The bank was ordered to be liquidated by Brazilian courts last year after allegations of fraud and money laundering. Its owner, Daniel Vorcaro, was arrested in March as part of the probe.

The Supreme Court of Brazil authorized the warrants to investigate a suspected illicit relationship between Senator Wagner and Banco Master. Investigators allege Wagner may have gained undue economic benefits, including access to private planes, financial compensation amounting to millions of dollars, and an apartment. In exchange, Wagner is accused of advocating for Banco Master’s interests by backing a constitutional amendment that aimed to increase the coverage of a bank-funded insurance fund during financial crises. This amendment ultimately failed to pass.

Wagner has denied all accusations, including claims that he received funds from Banco Master. He stated on social media that his property is clean and said he received a call of support from President Lula, who expressed confidence in him. The Workers’ Party Senate caucus issued a statement supporting Wagner and urged their members and supporters not to fear.

Other individuals related to Daniel Vorcaro, such as Augusto Lima, a former business partner, also faced search warrants during the operation. The investigation into Banco Master has broadened and now touches figures across Brazil’s political spectrum. It has emerged as a key issue in the buildup to the country’s October presidential election.

In May, leaked WhatsApp messages published by The Intercept Brasil implicated Senator Flavio Bolsonaro, a right-wing presidential candidate and son of former President Jair Bolsonaro, in potential dealings with Vorcaro. The messages appeared to show Flavio Bolsonaro seeking financial support from Vorcaro to produce a film about his father’s life. Flavio Bolsonaro denied any wrongdoing or connection to Banco Master’s fraudulent activities, saying he was looking for private sponsorship for a personal project.

Flavio Bolsonaro remains one of the leading contenders challenging President Lula, who is seeking a fourth non-consecutive term. Recent opinion polls show a tight race, though a CNT/MDA survey released this week indicates Lula may be gaining an edge with 49 percent support compared to 37 percent for Bolsonaro.

Amidst the intensifying political contest, Bolsonaro outlined 12 priorities for his potential government. These include building five maximum-security prisons, increasing security forces along Brazil’s borders to curb illegal migration, and lowering the age of criminal responsibility from 18 to 16. He also vowed to treat criminal organizations as terrorist groups, pledging to target them with intelligence and force.

Crime stands out as a critical issue for voters ahead of the election, with the scandal involving Banco Master highlighting concerns about corruption and the influence of illicit financial flows in Brazil’s politics.

The ongoing investigation continues to unfold as federal authorities seek to determine the extent of Banco Master’s operations and any improper ties to government officials. The outcome could shape the political landscape as Brazil prepares for a highly contested presidential vote.
