House Democrats Seek Answers from OPM on Federal Retirement Delays

House Democrats have raised urgent questions to the Office of Personnel Management (OPM) about persistent delays in processing federal retirement applications. The delays come as the government faces an unusually high volume of retirements this year.

In a letter dated December 22, a group of Democratic lawmakers criticized the Trump administration’s Deferred Resignation Program (DRP) for triggering a surge in retirement applications that have overwhelmed agency human resources and payroll systems. The letter, led by Representative James Walkinshaw of Virginia, called the situation “a foreseeable and avoidable administrative failure.” The lawmakers argue that the administration’s focus on reducing federal workforce numbers has come at the expense of efficient service. As a result, thousands of retiring employees face delays in paperwork, retirement annuities, and communication.

The surge in applications has strained the retirement processing workflow. Agency HR offices and payroll providers struggle to handle the workload even before cases reach OPM. This bottleneck has led to long wait times for retirees, some of whom remain without their retirement payments months after separation.

Democrats on the House Oversight and Government Reform Committee requested a detailed response from OPM Director Scott Kupor by January 29. They seek explanations on how OPM is managing the backlog, how it collaborates with agencies experiencing delays, and how staffing reductions in HR have affected processing times and service levels. The lawmakers also want data on the rollout of OPM’s new digital retirement application platform, known as ORA, which launched earlier this year to modernize the largely paper-based system.

A spokesperson for OPM, McLaurine Pinover, acknowledged the longstanding challenges in federal retirement processing, noting these predate the current administration. She said OPM is working to modernize and digitize the process and prioritizes interim payments to retirees to minimize income interruptions during processing.

The ORA platform has handled about one-third of retirement applications digitally as of November. Agency officials have said the new system has helped manage high application volumes that would have been difficult to process using the old paper-based methods. However, the lawmakers contend that the new platform alone is insufficient to address the immediate staffing shortages and increased workload caused by the retirement surge.

With nearly 44,000 retirement applications submitted in October and November—more than triple the volume in the same period last year—both OPM and agency HR sections face slower processing times this year. A second wave of retirement applications is expected soon, which will likely add further strain.

Federal employees, some with decades of service, find themselves caught in delays that affect their financial security and create uncertainty as they transition out of government roles. The House Democrats’ letter highlights the need for urgent action to improve communication, reduce backlogs, and ensure retirees receive timely benefits.
