Duke University Advises Against Non-Essential International Travel

Duke University issued a warning to its international community members on Friday, urging them to avoid non-essential travel outside the United States until further notice. This guidance, communicated via email to faculty, staff, and students, reflects rising concerns about the challenges of reentering the U.S.

Reasons Behind the Advisory

The advisory was sent by Antwan Lofton, the vice president of human resources, and Mary Pat McMahon, vice provost for student affairs. Alongside their email, a release from Duke Visa Services (DVS) cited "increased risks involved in reentering the United States" as a key reason for the recommendation.

The DVS emphasized that a valid visa does not guarantee entry into the U.S., highlighting the discretion exercised by Customs and Border Protection officers at ports of entry. Travelers might experience delays as immigration officers are conducting thorough checks under the current administration’s "maximum vetting" policy. Many travelers are now referred to "secondary inspection," facing additional questions and device searches.

Potential Travel Bans

The advisory comes at a time when the Trump administration is considering travel restrictions from 43 countries, though none have been officially enacted. Duke’s release mentioned that a ban could be introduced "at any time," potentially barring any member of Duke’s international community currently abroad from reentering the country.

Students, faculty, and staff who are citizens of countries possibly affected by these restrictions were advised to consult with an immigration attorney if they anticipate needing a new visa to return to the U.S.

Broader Support for International Members

Duke has extended its guidance beyond visa holders, providing counsel to Legal Permanent Residents and community members in nonimmigrant categories. This proactive approach stems from updates since a message sent in January.

The DVS urged international constituents to reach out with questions or concerns regarding their travel plans. An anonymous link was provided for inquiries.

Duke also announced that undergraduate students living on campus would receive details on summer housing options, recognizing the impact of the travel advisories.

Recent Visa Revocations

On April 7, Duke reported that three community members—two graduate students and an alumnus undergoing Optional Practical Training—had their visas revoked by the U.S. government. According to the university, it was not involved in these decisions and was not explicitly notified about the revocations.

An email sent Thursday to international students recommended that they be aware of their digital footprints, noting that online activity could influence their immigration status. A federal order has directed the Department of Homeland Security to inspect visa holders’ social media for signs of antisemitism, which could lead to denial of immigration benefit requests.
