DHS Threatens to Restrict International Air Travel to Certain U.S. Cities Ahead of 2026 World Cup

As the United States prepares to host millions of visitors for the 2026 FIFA World Cup, the Department of Homeland Security (DHS) has raised the possibility of limiting international travel to airports located in so-called “sanctuary” cities. These cities restrict local law enforcement from cooperating with federal immigration authorities. DHS Secretary Markwayne Mullin has proposed shifting Customs and Border Protection (CBP) officers away from processing international arrivals in those locations.

Mullin argues that if local governments block federal immigration enforcement, federal agencies should also stop supporting international arrivals at their airports. He questioned the logic of processing immigration paperwork for travelers at airports in cities that refuse to allow immigration enforcement agencies to operate fully. Specifically, he noted Newark, New Jersey, which has seen protests over federal immigration policies, as an example of a city where access could be limited.

In interviews with Fox News, Mullin said that federal officers might be reassigned to focus on immigration and customs enforcement at detention centers rather than airport processing duties. This reassignment could effectively close international checkpoints at affected airports, disrupting incoming flights and passenger arrivals.

The White House has yet to state an official position on this proposal, and some members of the federal Cabinet have voiced opposition. Transportation Secretary Sean Duffy criticized the idea during a recent congressional hearing, emphasizing the need for Americans and international travelers to access various airports regardless of local political disagreements. He warned against shutting down air travel in entire states due to political differences.

Industry groups and businesses have also warned about the consequences of such a policy. The U.S. Travel Association stated that suspending international processing at airports like Newark Liberty International, which handles five million returning U.S. residents annually, would cause severe economic damage and disrupt travel nationwide. The association estimates an $8 billion loss in annual visitor spending and the potential risk of nearly 50,000 American jobs. The impact on cargo flights could add further complications.

Given the proximity to the World Cup, the proposed restrictions could cause confusion and delays that affect millions of international fans headed to the tournament. Airlines and travel organizations fear widespread disruption to flights, rerouting issues, and longer wait times for passengers.

While the Trump administration has not officially endorsed the plan, the idea of limiting international flights to so-called sanctuary cities raises concerns over how immigration enforcement policies might interfere with travel and commerce on a large scale. The coming weeks will reveal whether the Department of Homeland Security moves forward with this approach as international visitors start to arrive for the World Cup matches.
